The event held annually over the past decade has matured and become much more streamlined each year. for 2014 we have designed a completely new course which will challenge and test the best of you. with over 40 stages total there are more new stages nineteen than ever before. Even with these new stages the focus of this year will be the same as that of the past year... to increase the level of community and volunteer safety. To that end we have revamped our safety plans for each community which will once again raise the level of safety. This new system once set up by the community volunteers will be supervised and audited by a group of eight safety audit course cars staffed by trained experienced and certified crews. These two factors when combined will ensure that we all will have a safer and more fun event for years to come. Once again I have to publically thank the event s Board of Governors. These people Ms. Janet Brake of Gander Newfoundland Mr. Bill langdon of St. John s Newfoundland Mr. doug Mepham of Niagara-on-the lake Ontario and Mr. Mark williams of Maryland uS have each in their own way provided significant assistance and guidance throughout the year. They and our department heads make this event possible. Not only is Targa Newfoundland a competition it is pure entertainment of the finest order. It is also a credit to all of the communities and their volunteers who host the stages. To run a nine day event (includes the two day motorsport school) to an exact schedule is no small achievement. In fact it is quite a remarkable one. what is even more remarkable is the event annually creates some 6 million of economic activity and provides some 6.5 million of advertising value for the province (Memorial university of Newfoundland study). In addition a recent study done for the province showed 4 www.TARGANEwfOuNdlANd.COM WElCOmE TO Targa NEWfOuNdlaNd A that the event annually contributes 2.4 million to the province s Gross domestic Product while providing significant job equivalents and community benefits. This year our marketing strategy has shown promise by attracting a broader range of competitors and sponsors. The strength in partnerships that we created last year have been expanded with our comarketing arrangements with Inside Track Motorsport News (a monthly publication) and the Motorama Custom Car & Motorsports Expo - Powered by Inside Track Motorsport News (March 13 - 15 2015). The magazine and the event have a very significant motorsport footprint and gains Targa Newfoundland exposure to hundreds of thousands of possible competitors sponsors and fans. In a very measurable way this has increased Targa s Newfoundland s visibility in Canada s most significant marketplace. lastly we want to thank the communities of central Newfoundland and the lower Burin Peninsula for their 12 years of loyalty to the event. we enjoyed our time there. This year we have decided to add a second day of the event to the Bonavista Peninsula. So in 2014 we welcome the communities of North Harbour Black Brook and Garden Cove on the upper Burin Peninsula and the ancient communities of the North Bonavista Peninsula Charleston Sweet Bay Plate Cove west Open Hall Red Cliff Tickle Cove Kings Cove duntara Keels Bonavista Trinity Bay North Georges Brook Harcourt and Burgoynes Cove. So Targa Newfoundland has become an entirely new event and a new competition. Enjoy the adventure Robert Giannou President Targa Newfoundland SPECTATORSAfETY SpECTaTOr SafETy guidE 2. ROAD CLOSURE TAPE Red Tape indicates a forbidden area. NO SPECTATING IS AllOwEd NEAR THE REd TAPE. NEVER STANd NEAR REd TAPE OR REd TAPEd AREAS. Yellow tape indicates areas where a spectator can view the stage. Spectators are not allowed to move beyond the yellow tape. 3. RECOMMENDED SPECTATOR AREA do not stand in prohibited zones as you will risk removal and or prosecution by authorities. Some communities set up designated Spectator Areas. Safety Marshals patrol the entire stage. They are wearing easily visible vests bearing the words SAfETY MARSHAl on the back. They have the right to direct people away from prohibited zones. Police are also on hand to assist these officials if spectators fail to obey instructions. 4. CLOSING ROADS Closure schedules will be published in the Public Notices section of the daily newspapers announced on radio and sent as household flyers to homes along the stage route. THREE HOuRS BEfORE ROAd ClOSE TIME THE STAGE SET-uP VEHIClES will arrive to help prepare the stage. These vehicles are equipped with flashing yellow lights. Marshals will start taping private areas approximately 90 minutes before the start of the stage. Roads will be limited to local traffic. AT ROAd ClOSE TIME roads will be closed to public traffic and intersections and access roads blocked. five minutes before the Road is closed there will be a long siren blast to indicate that the road is about to be closed to local traffic.The ROAd ClOSE VEHIClE with SIREN and flASHING REd ANd BluE lIGHTS will pass through the stage performing a stage safety audit and road closure. TEN MINuTES AfTER ROAd ClOSE TIME the Course Check Vehicle will traverse the stage performing another safety audit. Maximum 15 minutes after RCV CSV will enter to perform the final safety check of the course. After this the first competitor vehicle will enter signifying the start of the stage. After road closure do not move onto or across the road as competing cars will pass by about every 30 seconds for an hour. SAFE VIEWING PRINCIPLES Many of the competing cars travel very fast and should one leave the road it may travel much further than can be expected so please take note of the following advice Stand at least 15 metres from roads. do not view the event close to roads. Stay away from the roads and behind any yellow taped areas. BE AwARE Of REd TAPE ANd STAY AwAY Never spectate on ground below road level. Never stand directly in the path of oncoming competitors. Even if the stage turns or changes direction these areas are used for run off if a competitor misses the turn. BE AwARE Of REd TAPE ANd STAY AwAY Always try and keep a solid object or natural barriers (ditches rock outcrops trees poles houses) between you and the oncoming cars. Avoid sitting down. You may need to move quickly. If possible vehicles parked in driveways should be parked at least 15 metres (45 feet) from the edge of the active roadway. Other spectators may not have chosen a safe vantage point. Be proactive tell them of the hazards and recommend safe viewing points.
